In Windows 10, I have "Set Time Automatically" turned on which will get it to update the clock from the internet to within a fraction of a second, generally each time the system boots up, but if you suspend/sleep the PC between uses then when it wakes up it can be several seconds off and it may not automatically update the clock for quite a while. If you get zero decodes even when you can hear signals, then you may simply be way off on the clock. When you see all of them being over one second in the same direction that's a hint that maybe your PC's clock has drifted relative to everyone else. WSJT-X shows you how far off each decode is from your own clock, and normally you'll see each value in the +/- one ish second range. You can't just start transmitting whenever you want. JT65 transmissions only ever begin exactly (within a second or so) of one second after the minute and end around 48 seconds later at which point the software will try to solve for valid messages within the transmission window. If the clock is off by 4 seconds then I get zero decodes as it does not listen to enough of the transmit window to find a valid decode.
